Yes. The 15-pack minimum counts all shades together. For example, 10 of shade 1 and 5 of shade 27 counts as 15.
How do I get the wholesale price?

Can I use a discount code too?
No. Wholesale pricing can't be combined with other codes or offers.
Can I order more than 25 packs?
Yes. There's no upper limit and every pack from 25 up is $13.30.
